in Chief, Hong Kong, has been sending

a number of telegrams stressing his

urgent need for more Civil Affairs

Officers. In audition to these

telegrains a number of private letters

have been received from Brigadier

MacDougall making the same urgentx

request for immediate help.

We are very seriously disturbed

by this situation since as former

internees who have temporarily resumeã

their work in Government are repatriated
